4.0 Project Integration Management

4.1 Develop Project Charter

Process Definition

This process formally authorizes the existence of a project and provides the project manager with the authority to apply resources towards project objectives.  A well defined project charter establishes boundaries, creates a formal record of the project and also is a record for top management to formally accept the project.

Process Assessment

It is imperative that project managers and teams clearly define the project charter and plans.  It must align with stakeholders and customer objectives.  A lack of adequately developing a project charter increases risks and project failure
