The Initiating Process Group is where an idea begins its journey from a thought to a deliverable.  It is where the objective is established and stakeholders are identified.  The foundation of any project, or additional phase to an existing project, is understanding what you are trying to achieve and who you need to help reach that goal.  Understanding the objective, project management can move forward with identifying the needed stakeholders to support the customers' expectation.  It is important to remember that the purpose of the initiating process is to "align the stakeholder's expectations with the projects purpose, give them visibility about the scope and objectives, show how their participation in the project and its associated phases can ensure that their expectations are achieved" (PMI, 2013, p. 54).

Based on the initial work scope and stakeholder register, the project charter is initiated to secure formal approval to begin work.  The charter identifies the project manager and authorizes him/her to utilize the resources necessary to complete the work scope and deliver the customer project or service.
